Dato’ Seri Dr. Chen Chaw Min is a distinguished leader with a notable career spanning both the public and private sectors. Currently serving as a Board Member at FOMEMA Sdn. Bhd., his extensive expertise and leadership skills have significantly contributed to the organisations he has been a part of.

Dato’ Seri Dr. Chen obtained a Bachelor in Surveying (Second Upper) from the Universiti Teknologi Malaysia in 1985. He furthered his education with a Master of Business Administration (Finance) from the University of Illinois at Urbana-Champaign, USA, in 1997, and subsequently obtained his PhD in Finance from Universiti Putra Malaysia in 2005. These academic achievements laid a solid foundation for his illustrious career.

He commenced his professional journey with the Malaysian Civil Service in 1988 with initial posting at the Ministry of Rural Development, and from 1990 onwards, he served in various key divisions within the Ministry of Finance, Malaysia. His roles spanned the Budget Division, Investment Division, Housing Loan Division, Finance Division, and the Fiscal and Economy Division. His comprehensive understanding of financial management and policy development was further enhanced during these tenures.

In 2014, Dato’ Seri Dr. Chen transitioned into the healthcare industry as the Deputy Secretary General (Finance) at the Ministry of Health Malaysia. His leadership and vision were soon recognised, leading to his appointment as the Secretary General of the Ministry of Health Malaysia in 2015. In this pivotal role, he was actively involved in several National Policy Task Forces and Health-related Councils. His contributions were particularly noteworthy during the COVID-19 health crisis, where he played a crucial role in managing the nation’s response to the pandemic.

Needless to say, Dato’ Seri Dr. Chen’s expertise extends beyond the public sector. He has held prominent positions such as the Chairman of ProtectHealth Malaysia and became a board member of several Government-linked Companies, including the National Heart Institute (IJN), National Kenaf & Tobacco Board, Clinical Research Malaysia (CRM), Malaysia Health Tourism Council (MHTC), and ProtectHealth Corporation. His leadership in these organisations has been instrumental in shaping national health policies and initiatives.

Presently, Dato’ Seri Dr. Chen continues to contribute to the healthcare sector as the Independent Non-Executive Chairman of Optimax Holding Berhad, Trustee of Yayasan Sena, and Chairman of Institut Jantung Negara (IJN) Holdings Sdn. Bhd. His directorship roles extend to privately owned healthcare companies such as FOMEMA Sdn. Bhd. and Pro Health Medics in Malaysia. Additionally, he serves as an academic advisor at Putra Business School, UPM.

Throughout his career, Dato’ Seri Dr. Chen has published in both international and local journals. His commitment to continuous learning is evident from his participation in prestigious courses at Harvard Business School, USA, and Oxford University Said School of Business, United Kingdom. He is also an alumnus of the Razak School of Government.

His extensive experience includes working with Government-linked companies (GLCs), Bank Negara Malaysia, as well as Public Listed and Multi-National companies, establishing him as a versatile and accomplished leader in the corporate world.

Dr. Mohd Afiq’s journey began at Sime Darby Plantation, where he honed his expertise in organizational development and strategic planning. This foundational experience laid the groundwork for his subsequent achievements and set the stage for his impactful career. Transitioning to Bank Negara Malaysia, he delved into the intricate domain of risk management, leveraging his analytical expertise and visionary leadership to navigate complex financial landscapes effectively.

His tenure at Damansara Holdings Berhad (DBhd) marked a transformative phase in his career. Joining DBhd in 2017, Dr. Mohd Afiq spearheaded strategic initiatives aimed at driving corporate growth and sustainability. He played a central role in revitalizing corporate strategy, governance, and performance, guiding the company through significant change and growth. His strategic acumen and collaborative approach enabled him to navigate challenges and capitalize on opportunities, driving sustainable growth and operational excellence.

As Managing Director of Metro Parking Singapore, a DBhd subsidiary, Dr. Mohd Afiq demonstrated resilience and foresight, revitalizing operations and achieving sustainable profitability. In 2022, Dr. Mohd Afiq ascended to the role of Chief Executive Officer at FOMEMA Sdn Bhd. Muhammad Fawzul Yusoff

Deputy Chief Executive Officer

Muhammad Fawzul Yusoff is currently serving as the Deputy Chief Executive Officer of FOMEMA Sdn. Bhd. With over a decade of dedicated service, Fawzul has made significant contributions to the organisation, instrumental in driving operational compliance and improvements to the company’s performance.

Before joining FOMEMA, Fawzul gained extensive experience in the logistics and transportation sector. At Securiforce Logistic Sdn. Bhd., a registered body under the Ministry of Finance Malaysia, he developed key skills in business development, multimodal transport organisation, key account management, and logistic coordination. He excelled in managing customer business relationships, serving as the Person in Charge (PIC) for TAPA requirements, monitoring supply chains, and developing warehouse and transport operational planning systems.

His expertise further expanded during his tenure at Securiforce Cargo Thailand, where he focused on strategic development and implementation, budgeting and finance, and managing the marketing planning department. Fawzul successfully oversaw warehouse relocation and consolidation projects and continued to develop advanced warehouse and transport operational planning systems.

Fawzul’s journey with FOMEMA began in 2013 when he joined as a Special Officer in the CEO’s Office, where he handled concession compliance and led the renewal of the second concession thereafter. In his capacity as the Manager for the Management of the Service Provider Department, he oversaw the critical functions of the department, ensuring the effective coordination and management of service providers.

Fawzul’s leadership is characterised by a commitment to innovation and continuous improvement. As General Manager of the Operations Division, he introduced the Insurance Purchase feature for the FOMEMA Online Portal and recognised Employment Agencies as an integral part of the FOMEMA ecosystem. He also innovated in the Customer Service Department by introducing modern customer service methods such as Live Chat feature and Phone Call Booking, significantly enhancing the department’s efficiency and customer satisfaction. His role was also extended to being the Caretaker for the Strategic Creative & Communications Department, where he established FOMEMA’s and Yayasan Tengku Abdullah’s social media presence, further strengthening the organisation’s outreach and engagement.

In his current role as Deputy Chief Executive Officer, Fawzul continues to play a pivotal role in shaping the strategic direction of FOMEMA. His expertise in operations management, combined with his strategic vision, have been crucial in navigating the organisation through various challenges and ensuring FOMEMA’s continued compliance with concession requirements. Under his leadership, FOMEMA has enhanced its service offerings, which enables medical examination processes to be conducted and verified with the highest level of integrity.

Yau Pow Jack

Chief Finance Officer

Yau Pow Jack is a finance professional with over 14 years of extensive industry experience. A professional accountant, Jack has built a distinguished career specialising in mergers and acquisitions, corporate strategy and planning, financial consulting, and compliance with Main Market Listing Requirements and the Malaysia Moneylenders Act 1951. His professional journey reflects a blend of strategic acumen and operational excellence, underpinned by a commitment to driving financial innovation and growth.

Jack’s educational foundation includes Master of Accounting and Finance from Help University Malaysia and a Bachelor of Arts in Accounting and Finance with Honors from the University of East London. He is also a member of CPA Australia and the Malaysian Institute of Accountants (MIA), which further consolidates his expertise in the field.

Since September 2023, Jack has served as the Group Chief Financial Officer at FOMEMA Sdn. Bhd. demonstrating  exemplary leadership and providing strategic direction to the finance, procurement, and administrative teams. His responsibilities include setting long-term business and financial plans, establishing clear financial targets and performance metrics, and ensuring compliance with relevant statutory bodies. Notably, he played a pivotal role in the renewal of FOMEMA’s concession agreement with the Ministry of Health and the Ministry of Home Affairs by collaborating with the Minister of Finance’s Office to build a comprehensive 10-year business and financial model.

Jack’s career is marked by several significant achievements. He has successfully raised substantial fund for business expansion and working capital, spearheaded the digitalisation of financial processes, and in conjunction with the CEO and other top management on developing a long-term strategic road map for the group. His strategic insight and financial expertise have been instrumental in driving the group’s business growth and operational efficiency.

Prior to his tenure at FOMEMA, Jack held various strategic roles, including Group Head of Corporate Strategy and Planning at the Meteor Group of Companies and Acting Deputy Head for Treasury and Corporate Finance at Proton Holdings Bhd. At Proton, he co-led the issuance of a RM4.0 billion Sukuk Wakalah (Islamic Bond) and played a key role in other major financial projects, including the Vendor Financing Scheme during the Movement Control Order (MCO) period.

Jack’s early career includes notable positions such as Financial Controller and Head of Dealer Development & Business Strategy at Proton Commerce Sdn. Bhd., as well as roles in corporate finance and strategic planning at Compugates Holdings Berhad and Mpire Auto Group. His initial professional experience was shaped by his tenure at Deloitte Corporate Advisory Services Sdn. Bhd., where he provided financial due diligence, valuation, and business strategic review services for M&A transactions.

Throughout his career, Jack has demonstrated a relentless pursuit of excellence, a deep understanding of financial dynamics, and a strategic mindset that drives business success. Armed with these academic credentials, he embarked on his professional journey with the Ministry of Health as a Doctor and later as a Public Health Specialist. During this period, he honed his skills in healthcare delivery and policy implementation, gaining invaluable experience in addressing the healthcare needs of communities.

Dr. Mohd Ridzal’s ascent to leadership began at FOMEMA Sdn. Bhd. as a Medical Officer, where he quickly demonstrated exceptional leadership qualities, leading to his appointment as Chief Operating Officer and subsequently as General Manager (Medical). His strategic vision and operational acumen were instrumental in advancing the organisation’s mission and enhancing healthcare services.

Recognized as a thought leader in his field, Dr. Mohd Ridzal is a Fellow of the Academy of Occupational & Environment Medicine Malaysia and a gazetted Public Health Specialist. His contributions extend beyond clinical practice, encompassing research, policy development, and advocacy for improved healthcare outcomes. His expertise and leadership have had a profound impact on the industry.

Beyond his professional achievements, Dr. Mohd Ridzal has ventured into academia and literature. He co-authored “Panduan Pengurusan Stres Pekerjaan” (Management Guide for Occupational Stress), published by Dewan Bahasa & Pustaka, a prominent publication house in Malaysia.
